The Realms, the Capitals, and the Federation
Article 3 –
The Realms
Section 1 The Realms
All states that acknowledge Elizabeth
II as their Sovereign are invited to become founding member Realms of the
Commonwealth Federation.
Section 2
The Principal Realms
Realms with
a population of at least twenty million people shall be principal realms who’s
government shall have three representatives in the Federal Senate and who’s Prime
Minister shall be by virtue of office a member of the Federal Cabinet.
Section 3
The Larger Realms
Realms with
a population of at least one million but less than twenty million people shall
be a larger realm who’s government shall have two representatives in the
Federal Senate.
Section 4
The Smaller Realms
Realms with
a population of less than one million people shall be a smaller realm who’s
government shall have one representative in the Federal Senate.
Section 5
Demi Realms
Realms with
a population of less than fifty thousand people shall be a demi realm who’s
government shall have one representative in the Federal Senate, but who’s
member shall have only half a vote.
Section 5
New Realms
New Realms
may be created by the union or division of existing realms with the consent of
the Parliaments of the Realms involved and of the Federal Parliament. Further the Crown Dependencies, British
Overseas Territories (other than Gibraltar), and other Territories, Possessions,
etc. of the Member Realms maybe admitted by application by the territory
involved and acceptance by the Federal Parliament. Members of the Commonwealth
of Nations who accept the Monarch as their Head of State, may be admitted by
application of the nation in question and acceptance by the Federal Parliament
and the agreement of the governments of the majority of the Principal and
Larger Realms. The United States or any of them may be admitted by the same
procedure and on the same conditions as members of the Commonwealth of Nations.
Section 6
Temporary Territories
The Federal
Government shall have power to receive land to be governed by the Federation on
long term contract so that the rule of law can spark economic development. In
such territory the Federal Government shall appoint a governor and judges to
provide the rule of law. In such territory, the government may collect a tax on
land not to exceed one percent of the value of the land as wells as the federal
sales tax.
